US Cannabis Council Praises Advance for Regulated Cannabis Sales in DC
Following the removal of the so-called Harris Rider from the Senate appropriations bill, US Cannabis Council CEO Steven Hawkins released the following statement:
“US Cannabis Council applauds the Senate Appropriations Committee, under the leadership of chairman Sen. Patrick Leahy, for removing a harmful provision from the appropriations bill that has prevented the District of Columbia from implementing regulated cannabis sales. The legislative rider, authored by Rep. Andy Harris, has resulted in an underground cannabis marketplace in DC that operates without any government oversight or regulation – right in our nation’s capital.
“In 2014, DC voters overwhelmingly approved Initiative 71 to legalize cannabis. Yet in the subsequent seven years, Congress has consistently blocked the district government from implementing regulated cannabis sales. The resulting gray market has been at odds with the will of local voters and operates without any standards or safeguards. Removing the senseless limitation of the Harris Rider will ensure that local government can act in the best interest of consumers, workers, business owners and the community at large.
“Dropping the Harris Rider would yield numerous benefits, including advancing social equity. The DC Council and Mayor have created a strong program for local cannabis entrepreneurs of color that will be able to proceed once the restrictions are lifted. We believe the program can meaningfully help communities that have been disproportionately impacted by prohibition. That is among the many reasons that we are strongly encouraging the full Senate to keep the rider out of the final bill.”
